"The public sector is the sector with vision," architect Rem Koolhaas is telling me over Skype, "and I think this is something that, for whatever reason, we haven’t had for a very long time. Compare Archigram in the UK to the Metabolists in Japan: in Europe similar ideas were doomed to remain unrealized; in Asia those very ideas were implemented by an industrial culture that really believed in them."
